July 13, 2004While an on-the-job training is, at present, being conducted in the course of the employee’s attaining an acceptable proficiency level, a formal and structured competency-based training and human resources development program, as against the traditional academic method, shall be set in place through the establishment of a “Vocational – Technical Training Center for Persons with ‘This’ Ability”.
Given the requirements of the workforce and the profile of our target partici-pants, the competency-based training program is the most applicable and relevant developmental methodology to use, as against the traditional class-room type learning model. Competency is defined as a set of Knowledge, Skills and Attitude (K, S, A) needed to perform the work activities within the standards expected in the workplace.
Competency standards, on the other hand, are measurements or outcome of a particular skill. Or simply stated, competency standards are almost syn-onymous to performance standards. In this regard, in the competency based training program, consistency and alignment between the perform-ance and standards expected of the workplace is achieved.
