Less than 5% are able to attend school. Less than 1% graduate college studies.
LAWS GOVERNING DISABILITY
Right now, there are only Two (2) Laws that address Disability ---
B.P. 344
This is the Accessibility Law passed in 1983 that enhanced the mobility of persons with disabilities (PWDs).
R. A. 7277 - Magna Carta for Disabled Persons
Enacted into law in 1992, the implementing rules and regulations as finalized seven years later in 1999 called for the rehabilitation, self-development and self-reliance of disabled persons, and their integration into the mainstream of society.
Title Two, Chapter 1, Section 5, RA 7277 “Equal Opportunity for Employment” also declared that “Five (5%) Percent of all casual, emergency and contractual positions in the DSWD, DOH, DEPED and other government agencies, offices or corporations engaged in social development shall be reserved for disabled persons.”
VISION
The self-development and self-reliance of differently abled persons to be gainfully employed and integrated into the corporate environment.
MISSION
To promote the full participation, total access, economic and social integration of persons with disabilities, and to enhance the lives of those they touch by assisting them identify and reach their career goals.
GOALS
To become the prime mover in creating employment opportunities for the differently abled.
To lead the advocacy for people to become aware of the differently abled persons’ potentials.
Create continuing awareness and support for the disabled sector in general, and advocate for their acceptability, as co-equals, in the private sector that should evaluate their ability, not their disability.
FOCUS
Children
Handicapped children specially need early intervention, immediate education and emotional support. Parents’, Teachers’ and Caregivers’ roles are critical and should be given proper orientation, training and psychological reinforcement.
Young Adults without or minimal Education
Disabled youngsters should undergo skills training to find gainful employment and eventually self-respect.
Educated but unemployed
Must be given assistance in developing skills and the correct mindset to enable them to work within a corporate environment.
